Research Interests

Bart Klem’s research interests lie at the intersection of development, politics and violent conflict. Geographically, his research focuses on Sri Lanka, but he has also done fieldwork in other Asian and African countries. He is working on his PhD on the war to peace transition in eastern Sri Lanka. The PhD consists of a sequence of articles focussing on identity politics (of the Muslims in particular), the changes and continuities in state structures, patronage politics and development processes.

Bart has a background in policy oriented research, initially at the Netherlands’ Institute of International Relations ‘Clingendael’ in the Hague (www.clingendael.nl) and subsequently as an independent researcher at Bart Klem Research (www.bartklemresearch.org) where he is active until today. Recent assignments looked into a diverse range of issues”:

  • Local conflicts and mediation by Islamic universities in Indonesia.
  • The Netherlands Defence Review.
  • Civil Military relations and the role of aid organisations in the disarmament, demobilisation, and reintegration of ex-combatants.

Bart Klem is presently involved in the evaluation of Norwegian peace efforts in Sri Lanka, 1997-2009. The evaluation was commissioned by the Norwegian government (NORAD) and reviews Norway’s failed efforts to broker a negotiated settlement to the war between the Sri Lankan government and the separatist Liberation Tigers of Tamil Eelam (LTTE). The study is executed jointly with the Chr. Michelsen Institute (Bergen, Norway) and the School of Oriental and African Studies (SOAS), part of London University (UK). Interviews were held with a wide range of actors in Europe, the US and India and use was made or previous research in Sri Lanka as well. Public dissemination of the report is expected in September 2011.
